ORVOAD Relaunches to Serve Oregon Communities in Times of Disaster
Oregon Voluntary Organizations Active in Disaster (ORVOAD) is proud to announce its official relaunch, marking a renewed commitment to coordinated disaster response and recovery across the State of Oregon. ORVOAD brings together a diverse network of voluntary, community-based, faith-based, and nonprofit organizations to ensure timely, efficient support for people and communities affected by disasters.
As wildfire season approaches and disaster risks grow more complex, ORVOAD’s mission is to strengthen collaboration so the right services and resources reach survivors when they are needed most.
Who Is ORVOAD?
Oregon Voluntary Organizations Active in Disaster is the statewide VOAD that connects organizations working before, during, and after emergencies. ORVOAD serves as a central coordinating body, helping partners share information, minimize duplication of services, and close gaps in assistance for disaster-impacted individuals and communities.
By convening voluntary organizations with different specialties—from mass care and sheltering to case management, rebuilding, and emotional and spiritual care—ORVOAD helps ensure that support is coordinated across all phases of a disaster: immediate, intermediate, and long-term recovery.
Vision for 2026: Building a Stronger Foundation
The remainder of 2026 will be a pivotal time for ORVOAD as the organization focuses on rebuilding its network and strengthening core systems. While ORVOAD is currently operating at reduced capacity, the organization is working diligently to expand capacity so it can better meet the needs of Oregonians in times of disaster.

- Reestablish and register the statewide partner network over the next 90 days
- Establish a regular and predictable meeting cadence for partners
- Select a regional coordination model and adopt an operating system for rapid statewide disaster response
